She wrote the song a few months after the 2018 U.S. midterm elections to capture her disillusionment with the American political climate.
The song was chosen to be the first song on the setlist for The Eras Tour, opening with the line "it's been a long time coming but / it's you and me, that's my whole world," representing the relationship between Swift and her fans and the long wait for a reunion (specifically on tour) after the COVID-19 pandemic. It was also an easter egg for the release date of Speak Now (Taylor's Version), which came out on July 7, as it is the seventh song on the seventh album.
